O'Malley Seeks To Criminalize Child Neglect
ANNAPOLIS, Md. (AP) -- Child advocates say Maryland is the only state that hasn't criminalized child neglect.
Gov. Martin O'Malley announced Monday he wants to change that.
The governor is proposing legislation that would make it a crime to intentionally fail to provide necessary assistance and resources for a minor, unless a lack of money is the sole reason why food, clothing, medical care and supervision were not provided.
