BALTIMORE (AP) — Baltimore’s Board of Estimates has approved Mayor Stephanie Rawlings-Blake’s proposed $2.7 billion budget.

The panel’s approval Wednesday clears the way for the City Council to consider the proposed fiscal year 2012 spending plan, which closes a projected shortfall with cuts, but does not raise taxes.

The original budget proposal included cuts to library hours, the 311 call center and employee healthcare spending and froze manager pay.

The final budget proposal to be presented to the council includes $6 million in state aid, including $4.1 million to reduce the number of employee furlough days and $1 million to restore library hours. The state funds also boost spending for the YouthWorks Summer Jobs program and the Vacants-to-Value program to increase the number of city-owned properties for sale.
