Baltimore County Proposes Changes To Deer Hunt Law

BALTIMORE COUNTY, Md. (WJZ) — Concerns over the growing deer population in Baltimore County have lawmakers searching for last-minute answers.  Amendments to existing laws must be made before a Monday night vote and there are still no clear-cut solutions.

Currently, most deer are hunted in rural areas. But increasingly in Maryland, managed hunts are being staged closer to developments and, for public safety reasons, late at night.

Baltimore County Council members are looking to amend a current bill and permit controlled deer hunts in specific public parks and areas.

“To basically thin out the herds because we do have a big issue with car accidents and the biggest issue of all is the environment.  Unfortunately, the deer are just destroying our environment at this point,” said Councilman Todd Huff.

Huff is among those proposing the measure, designed to aid the Department of Natural Resources’ efforts of herd control.

“Sterilization has been mentioned to me as an option.  The problem is, the problem is here and now,” he said.

“We really wanted to bring something to suburban communities where weapons and guns and bows and arrows aren’t appropriate in neighborhoods,” said Enid Feinberg, who opposes deer hunting.

Feinberg supports sterilization and says proposed changes don’t address her primary concern: “the slaughter of defenseless deer.”

Thirty-two deer near Loch Raven were effectively spayed last winter.

“Even if they only had one fawn each, that’s 32 fawns that wouldn’t have been born and if you look at that over a deer’s reproductive life, which is approximately eight to eight and a half years, so now you have another 200 to 300 fawns that aren’t going to be born,” she said.

The amendment will also mandate advanced public notice. 

The vote is May 2.

Anne Arundel County considered a similar measure two years ago.  Montgomery and Howard counties have had such measures in place for 15 years.

      Bonnie, Try real hard to use common sense now, try to be open minded. These beautiful animals will starve to death or get hit by vehicles and lay some where and suffer, if they are lucky they will die immediately. Planning to have special hunters kill them is more humane than letting an average hunter cripple the animal and let it suffer in the woods until maggot infestation takes over and the poor deer die slowly. Unless you are a vegetarian why are you upset, deer meat is delicious (so I’ve heard) and it is going to help feed the hungry, prevent deer from going hungry or starving to death because of a lack of food, it will also drop the amount of accidents and or deaths of people and preserve more food for the others and the newborn. I do not live in Maryland but I have read stories of too many motorist dying from deer coming though the windshields of vehicles, or severely injuring people from vehicle accidents

    deer have been hunted for hundreds of years, why stop now…. extend the season before long it will be out of control.. you don’t need ” canine” meat has been on the table for as long as there has been man if you like to eat that that is you I prefer a rare slab of meat and some good potatoes

    When will these mentally challenged people like Feinberg do some research and maybe they will finally realize that sterilization does not work? To be effective the cost would be prohibitive. These dogooders like Feinberg want actions that they are not willing to pay for. They want the state to pay. They first must understand that development has removed the deer’s natural predators thus creating a favorable environment for deer overpopulation. Thus , to sterilize, means hiring people to hunt for the deer and vaccinate them. These people do not come cheap. On the other hand, by sanctioning hunting the state collects taxes on licenses and hunting equipment at no cost. Wake up Feinberg!

I m sure she would rather see human deaths, destruction of automobiles, destruction of farmland and whats more is the cost that raises the cost of living to our culture. Wild life management is exactly that. Manage the herd feed the hungry and enjoy your steak feinberg!!

    “…the deer are just destroying our environment at this point”. Excuse me, but I think that’s not the real story. The real story is WE ARE DESTROYING THE DEERS” HABITAT.
    “…we do have a big issue with car accidents” – that’s because we are building highways/roads dividing their feeding grounds. Poor elk, moose, reindeers, etc. have the same problem in Alaska.
    What a 1st class jerk Mr. Huff has turned into.
    Ms. Feinberg needs to wake up and smell the coffee.
    Keep on “sterlizing” and there aren’t going to be any deer; that should make those 2 (and I’m sure quite a few more individuals) happy.
    Yes, a controlled hunt (kill) is required, but it’s because we have taken away the deers’ home. Perhaps our council persons can help remedy this by having less building permits issued. There are so many new homes sitting empty right now – why build more people can’t afford.
    To wllharrington – you forgot about the meat being donated to food banks! The people who get that free meat have no idea how lucky they are to enjoy a venison meal (if it is cooked properly)!

      Its an ecosystem, we havent invaded there land nor have they invaded ours. things will balance out, weather its letting hunters(myself and others) control the population by hunting and donating the meat to homeless shelters or FHFH. Hunting has always happened, im not trying to insult you but people like yourself have lost contact with nature and the environment

        Ecosystem my foot. Lack of trees, natural runoffs, etc. all affect the Ecosystem; and that’s being destroyed by the humans clearing woods, forests, etc. to build homes not needed. You, sir, are losing contact with nature and the environment.

    the areas that the deer population is booming is where hunting and building is not allowed….. the deer are moving to neighborhoods to find food where they are being hit by cars and such…. good for me I work on those cars:) and everyones insurance rates go up for that as well

    what happens if they try sterilization and a woman or child eats some of the meat would they get steril. i say let us hunters in the park and we will thin the herds out and i won’t charge the state .we would both be happy you have less deer in the parks and i would have deer meet. thanks bill

    Local deer hunter are the way to go, I’m an avid deer hunter and sportsmen alike, we should be able to bow hunt in more urban area’s to control the deer population, i shoot about 4 deer during the season, i keep two deer then donate the other harvest to local food banks and homeless shelters. this is the most humane way feed myself and my family and keep the population at bay. Humans have always hunted and it shouldn’t stop

    I don’t have canine teeth. I don’t eat meet and I don’t starve. Yes, I was brought up eating meat. After I EDUCATED myself on all the health negatives of eating meat, plus the suffering of animals we eat for meat I do not eat meat any longer. You have to be an expert with a bow to actually make the kill one that is not simply torture. Everybody says they are an expert, however following an injured animals’ blood path tells me you did NOT get the shot! Birth control and changing a way of thinking – NOT simply killing everything that annoys us is the way to go. How come all these pro-hunters & meat eaters find it necessary to call anybody that doesn’t agree with them names and throw out insults? Gotta wonder if they should actually have guns to begin with…. anger problems?

    Don’t allow hunting taken from those who love it and need it to provide. I don’t hunt although I do like game meat. We can’t allow a few missed kills of deer to dictate the fact of whether hunting should be permissible. A few suburbia people cannot be allowed to take rights and wills of generations.
