O'Malley Names Human Resources Secretary

ANNAPOLIS, Md. (AP) -- Gov. Martin O'Malley has appointed Ted Dallas to be Maryland's Secretary of Human Resources.

O'Malley made the announcement Thursday. Dallas had been serving as the interim head of the department since January. Before working in Maryland, Dallas served for five years as the executive deputy secretary of the Pennsylvania Department of Public Welfare.

The Maryland Department of Human Resources is the state's social services provider with programs including foster care, child protective services as well as food and energy assistance.

O'Malley also announced that Raquel Guillory will be the governor's communications director. She has served as a spokeswoman for Attorney General Doug Gansler since 2007. She also was O'Malley's press secretary when he was mayor of Baltimore, and she was former Gov. Parris Glendening's press secretary.
