Owner Of Padonia Park Club Arrested For Child Porn Charges

COCKEYSVILLE, Md. (WJZ)—The owner of a child care center who is also the president and CEO of a well-known pool and club has been arrested on child pornography charges.

Mike Schuh has the exclusive details.

Fred Rigger is the president and CEO of the Padonia Park Club. He’s also listed as the owner of the child care center at the club.

The charging document tells of an investigation that began in January. County officers and the FBI downloaded child pornography via the Internet from a computer at a house in Cockeysville and from a computer at the Padonia Park Club–a club run by Fred Rigger and a house owned by Fred Rigger.

Police interviewed him after confiscating two laptops from his home office.

Rigger admitted to viewing and downloading child pornography over five years. He viewed and downloaded images of girls from as young as infants through teenagers.

Public records show that Rigger is also the owner of a child care facility located on the campus of the club.

Rigger is now charged with possession of child pornography and distribution of child pornography.

Before hanging up, the person who answered the phone at the club Thursday night said call back tomorrow when they can talk about the incident, and the person they referred us to is Fred Rigger.

The club has a long, proud history, a great reputation, and thousands of satisfied parents and members. Now there’s disbelief that the club’s president and CEO was arrested.

“Wow, that’s pretty ridiculous,” said Patrick Redmond. “I can’t believe that would even happen here. I thought this was a family-owned place, a family park.”

“I have big concerns now,” said Lawrence Lee, whose daughter is enrolled in camp.

Lee says he plans to call the club for answers.

On Thursday no one answered the door at Rigger’s home.

Rigger posted bond and is out of jail.

The owners of the club generated controversy three years ago when they announced an agreement to sell the property to a mega-church. After community outrage, that agreement was terminated.

    As a registered child sex offender, Mr. Rigger won’t be allowed on the grounds of his, or any other, child care center. Until he’s convicted? Use your common sense, parents. This article doesn’t say whether any of the photos are of kids who go to the child care center. I’d be very cautious.

      Sue, Photos NOT of kids from the center. Charging docs show they came from peer to peer sharing groups similar to Limewire. Mike

    Oh so sad! With all that’s legally available now-a-days, why do people have to revert to such filth. Or is it because of so much being legal it isn’t fun anymore?! How can one possibly get kicks watching garbage let alone garbage involving children who are being abused in the worse way possible? Absolutely nothing short of being a degenerate. God have mercy on the souls of such people! May their punishment fit the crime!

    I am also outraged by the accusations and reported admission of guilt. However, a lack of verbal restraint, suggested vigilante justice and disbelief in the judicial system seems only slightly less disturbing. I am truly saddened by the thought of countless conversations, similar to the preceding comments, likely to be had with or witnessed by children. I fail to see the value in preaching violence or irrationally attributing these alleged crimes to a specific race or religion. If the accused is truly guilty, I sincerely hope for severe punishment. Until then, I will use this situation to teach my daughter about the danger of sexual predators as well as hasty judgement.

    I hope parents did not drop their children off there today – parents should not want any association with Padonia Park ever agian.

    I have been a member of the park for a few years, seeing Fred around and him giving my kids a hug or a hair toss… I am disgusted. I could just scream. I have withdrawn my kids from Lakeside, will not be going back to the pool, and will not support this family any longer. I really feel sorry for his wife and kids, but I can’t allow my money to support this perverts defense fees. “No longer affiliated…” please. The county should freeze his assets until a proper investigation is done to ensure OUR CHILDREN were not video tapped or photographed by this JERK. If you go back to this pool while this is so fresh, then your morales and integrity should be questioned.
