O'Malley Drops To B+ In Conservation Report Card

ANNAPOLIS, Md. (AP) -- Gov. Martin O'Malley has dropped to a B+ in the latest report card from the Maryland League of Conservation Voters.

The governor received an A- in the last report card in 2008, the first A in the group's history. In the report issued Wednesday, the league said it was disappointed O'Malley decided to put garbage incineration in the same class of renewable energy technologies as wind and solar. The league says that will mean dirtier air and misrepresent progress toward renewable energy goals.

The group also says a fund used to pay for sewage treatment plant upgrades is going to be bankrupt before stopping
contamination from three of the largest plants. And it says it is disappointed with the strength of regulations for stormwater runoff and manure and sludge application.
