At a 7-Eleven at Lombard and Broadway in Fells Point, looters took advantage of the celebrations, rushed in, grabbed what they could and ran.
Managers say about 100 people took part in looting the store. The entire event lasted about 3 minutes.
Police mounted units rushed to the scene and quickly helped to disperse the looters.
But it was the sheer volume of the crowds that caused police the biggest problems.
CitiWatch crime cameras, officers on the ground and police helicopters watched as traffic on many downtown roads grounded to a halt.
“Having that real time picture of what traffic looked like downtown we were able to shut off 83 southbound just because we didn’t want to add to the congestion to the volume,” an officer said.
Police formed lines to push out the crowds and eventually opened up some of the clogged streets.
The celebrations in the streets continued until 4 or 5 a.m.
Police say there were no major injuries reported.
State police report 26 people were arrested Sunday night for driving under the influence.
