D.C. Police ID Pedestrian Fatally Struck By Car

WASHINGTON (AP) -- Police are identifying a woman who died after being struck by a car in northeast Washington as well as the driver of the car who they say left the scene.

Police say were called Thursday night at 8:21 p.m. for a report that a pedestrian had been hit in the 1100-block of Florida Avenue NE. The woman, who police identified Friday as 71-year-old Ruby Whitfield of Washington, was pronounced dead at a hospital.

Police say the driver left the scene but that police later arrested him in the 600-block of Elliot Street NE. Police have identified the driver as Joel Russell Bromwell, 32, of Annapolis, Md. He has been charged with involuntary manslaughter.
