Severn Man Turns Himself In After Pedestrian Hit

ANNAPOLIS, Md. (AP) -- Police say a 24-year-old man turned himself in after hitting a pedestrian with his car, and witnesses say the man intentionally struck the man after a dispute.

The Capital of Annapolis reports Clifton Allen Phillips of Severn turned himself in after the incident. He was charged with first- and second-degree assault. His attorney said at a court hearing Friday that there may be "two sides to the story" and noted Phillips was the one who called police.

A fire department spokesman says the victim who was hit was taken to the hospital with injuries that do not appear to be life threatening.
