Carroll County Woman Arrested For Fatal Drug Overdose Of 4-Year-Old Daughter

HAMPSTEAD, Md. (WJZ) – A Carroll County mother was arrested Friday for the March death of her 4-year-old daughter.

Paula Jane Shipley, 46, of the 1700-block of Mar Sue Drive in Hampstead, is accused of giving her 4-year-old daughter, Cassandra Jane Shipley, a lethal dose of various narcotic drugs.

It happened on March 21. When officers arrived to the 100-block of Houck Road in Westminster, Cassandra Shipley was in cardiac arrest. She was taken to Carroll Hospital Center, where she was pronounced dead.

Autopsy results revealed Cassandra Shipley died of a drug overdose.  Over-the-counter medications were also found in her system.

After an investigation, Paula Shipley was indicted Thursday for second-degree murder, first-degree child abuse leading to death, manslaughter, neglect of a minor and reckless endangerment.

She was arrested at 9:40 a.m. Friday without incident at her Hampstead home. She is being held at the Carroll County Detention Center where she is currently awaiting a bond hearing.
