Baltimore Man, Woman Arrested For Heroin Possession At Bel Air Shopping Center

BEL AIR, Md. (WJZ)— An off-duty deputy flagged down by a concerned citizen led to two arrests at a Harford County shopping center.

It happened Thursday around 1 p.m. at the Home Depot at 655 Marketplace Drive in Bel Air.

Dfc. Charles Sadowski was off-duty when he was flagged down by a citizen who reported a suspicious vehicle in the parking lot.  Its tags were covered in black tape, obscuring the license plate numbers.

Deputies Matt Schueler and Stavros Kalambihis approached the car and made contact with Dawn Renee Jones, 46, of Baltimore. As police were speaking to Jones, Randy Craig Hubbe, 47, of Baltimore, approached the deputies and acknowledged he was the owner of the 2007 Ford.

A further check of the car showed the tags had expired and neither Hubbe nor Jones had a valid license.

Hubbe was advised the vehicle could not be operated and would have to be towed.

As deputies began inventorying the vehicle, they found multiple clear capsules containing suspected heroin. Deputies recovered 32 capsules of suspected heroin.

Both Jones and Hubbe were taken into custody.

Hubbe and Jones were transported to the Harford County Detention Center where they were charged with possession of a controlled dangerous substance and possession with intent to distribute.

Hubbe was additionally charged with traffic offenses.

Hubbe was incarcerated in lieu of $10,000 bond and Jones was held on $7,500.
