Salisbury Officer Cleared In Fatal Shooting

SALISBURY, Md. (AP) -- A Salisbury police officer won't face charges in the fatal shooting of an armed fugitive after a traffic stop.

Prosecutors said Tuesday that Officer Milton Rodriguez was justified in his use of deadly force against 25-year-old James Norris on Feb. 3 and that there was no probable cause to charge Rodriguez with a crime.

Norris was from Wilmington, Delaware. Police there had contacted Maryland authorities for help finding him. He was pulled over in Salisbury.

Prosecutors say Rodriguez approached the car and asked Norris to identify himself, and that Norris put both hands in his jacket pockets. As it turned out, Norris had a handgun in each pocket. Prosecutors say Norris told Rodriguez that he would shoot them if they didn't shoot him.
