DC Police Chief 'Shocked' By Officer's Behavior As Post Editor Recorded An Arrest

WASHINGTON (AP) -- D.C. Police Chief Cathy Lanier says she was "shocked" when she saw video of an officer interfering with a man who stopped to record an arrest along a street in downtown Washington.

Lanier informed Metropolitan Police Department officers in a 2012 memo that citizens have a right to record officers performing their jobs in public. The chief says in a statement to The Washington Post that "there is no excuse for an officer to be unaware of the policy." She says the matter is under investigation.

The arrest occurred on Sunday. The man who recorded the video is a mobile editor for The Post.

In the video, the officer can be seen urging the man to leave the scene and telling him he is becoming "part of the investigation."
