Officers Fire 19 Shots In Baltimore Co., Unarmed Suspect Killed

OWNINGS MILLS, Md. (WJZ)--New information tonight in a deadly police involved shooting after Baltimore County officers kill an unarmed domestic violence suspect inside an Owings Mills condo.

Rick Ritter has newly released documents and emergency calls that shed light on the deadly incident.

What starts out as a domestic call Thursday quickly turns deadly.

"You always hope somebody's else's neighborhood, not your own," said Marcia Sewell.

Just after 1:00 a.m, officers respond to the condo along Hunting Ridge Drive in Owings Mills.

Police hear that woman screaming inside and force their way in. That's where they find 41-year-old Spencer Lee McCain.

"The police officers encountered the subject in a defensive position, making body movements and arm movements that placed the officers in fear of serious injury or death from a weapon that they feared he possessed," said Chief James Johnson, Baltimore County Police.

All 3 officer opened fire on McCain. Investigators say a total of at least 19 shots were fired.

But the 41-year-old was unarmed. McCain later dies from the gunshots.

The woman inside identified as Shannon Sulton suffers multiple injuries to her head and face.

Police Chief says, "She also stated that Mr. Spencer McCain said 'You're going to get the beating you deserve.'"

New documents show police have a history of domestic violence with McCain at the Owings Mills condo, responding to that address 17 times since 2012.

Police say McCain had been court ordered to keep away from the home.

"It takes a shooting for something to happen and finally end the situation of 17 times," Sewell said.

Police say two children were also inside the home. A 2-year-old and 10-year-old who called her grandmother who then called 911.

The officers involved in the shooting have been placed on administrative duties pending the outcome of the investigation.
