Wind Advisory Helps Save Kidnapped Maryland Woman

POWELLVILLE, Md. (AP) --A wind advisory and surf boards in the back of a truck played a large role in foiling an attempted kidnapping plot in Maryland over the weekend, according to CBS affiliate WBOC.

The incident happened on Sunday at a home in Powellville, Maryland where a woman told police her ex-boyfriend had broken into her home and abducted her.

WBOC reports that once police arrived on the scene, the door to the home had been forced open, but no one was home. Police found an open Glock handgun box in the victim's bedroom and bullets on the floor.

According to authorities, 21-year-old Phillip Timmons--who had a history of domestic assaults--attempted to cross the Chesapeake Bay Bridge-Tunnel when they were stopped due to a wind restriction and surfboards on the back of the truck.

As the surf boards were being transported from one toll plaza to the next

"The individual who was driving the vehicle stepped out to assist putting them back into the truck. The female who was in the vehicle then jumped into the driver's seat and proceeded to drive away," said Edward Spencer, the CBBT chief of police.

Timmons then chased his truck on foot and was able to jump into the bed of the pickup.

He was later arrested and charged with kidnapping, abduction, and firearm related charges.
