Baltimore Schools Police Chief Resigns

BALTIMORE (WJZ) -- Baltimore City Schools Police Chief Marshall "Toby" Goodwin has resigned.

The news comes three months after Goodwin was placed on administrative leave when a disturbing video of a city school officer slapping and kicking a 16-year-old student at Reach Partnership School in Clifton Heights emerged in March.

WJZ was first to show you the video and and bring it to city school leaders' attention.

Goodwin worked in the Baltimore City Sheriff's Office for 25 years and in public safety at Baltimore City Community College before joining Baltimore City Public Schools as police chief in 2007. He's also a former state delegate.

He is resigning to "pursue other interests" according to a joint statement.

"City Schools is deeply grateful to Goodwin for his service to our schools, students, and community, and wishes him well in his future endeavors."

The video resulted in charges against 44-year-old Officer Anthony Spence and another officer, Saverna Bias.

Spence was initially charged with felony child abuse, but prosecutors later dropped that charge.

Spence and Bias were both arraigned on misdemeanor charges.

Their trials are set for July 27. Both officers have been suspended.
