State Police: Panhandling Scam Causing Backups, Crashes In Maryland
NEW CARROLLTON Md. (WJZ)-- Maryland State Police are warning motorists to avoid stopping on exit ramps for individuals allegedly flagging down vehicles for help in order to beg for money.
