2nd Juvenile Suspect Arrested in Attack of Councilwoman Rikki Spector

BALTIMORE (WJZ) -- The second suspect wanted in the attack of Councilwoman Rochelle "Rikki" Spector has been arrested.

The 13-year-old male was taken into custody at a family member's home early Sunday morning and has been charged with attempted robbery and 1st- and 2nd-degree assault.  This suspect has been charged as a juvenile.

On the morning of the incident, a 15-year-old male was arrested at the scene.

The City Councilwoman broke her silence after the brazen attack Friday morning in a Baltimore City parking garage.

Baltimore City Councilwoman Rikki Spector is not shying away from telling her story, sharing the harrowing experience for the first time with WJZ at an event held in her honor.

Two teens came at her inside a parking garage, striking her in the face before attempting to steal her car.

"They busted me in the face, pulled me, and threw me across," she said, now with a visible black eye.

She says despite a few cuts and bruises she's overall in good spirits. She says she's very pleased with how the investigation is turning out.

Police commissioner Kevin Davis describes the attack as a strong-armed carjacking committed by two teenagers:

"She resisted it. She absolutely resisted this robbery," said Baltimore City Police Commissioner Kevin Davis.

The Councilwoman says she's confident her actions, as well as everyone else involved, may have potentially saved lives by keeping the suspects off the road.

"They opened the door and I look up and these two kids in school uniforms with school bags they said 'B**** give your car.' I said 'You son of a b***** get outta here.'"

Police say the teen suspects tried to get away in her car but were unable to get past the parking garage security gate.

That's when two nearby maintenance workers who heard the commotion sprung into action and were able to detain a 15 year in the car.

"I screamed so loud. It was divine intervention," said Councilwoman Spector.

Spector tells WJZ she's now more at ease than ever after the latest break in the case.

"The commissioner just told me we have the first one we had lassoed him, now we got the 13-year-old," says Councilwoman Spector.

Rikki Spector will retire next week after nearly 40 years of service on the City Council.
