BALTIMORE (WJZ) — In his first press conference, new Baltimore police commissioner Darryl De Sousa said he is rearranging the department and one of his first moves will be to crack down on officer misconduct. It was a somewhat confusing address to reporters, as while he explained what the department will look like under his leadership, he’d already changed his mind on one of two deputy commissioner spots to be filled.

He’s in. He’s out. He’s maybe in again. The confusing back-and-forth at Friday morning’s press conference leaves one of the two top spots in the department empty after just 24 hours earlier a chart was distributed to media outlets listing Thomas Cassella as the next Deputy Commissioner of Operations.

“During a subsequent background check, I discovered something that made me slow down that process and reconsider,” explained De Sousa. “Currently at this point, we’re not going to move forward.”

In his first round with reporters as the newly-appointed commissioner, De Sousa said he’s pulling back on Cassella’s appointment on the heels of a memo reportedly leaked to media outlets detailing past complaints against the 23-year veteran and now-retired officer. Then, police spokesperson TJ Smith said the leak is still under investigation and Cassella was not out of the running.

“The commissioner has not made a decision, so that’s the answer,” said Smith.

As they look into the legitimacy of the leaked document, the commissioner said they will also be watching their own.

“I cannot minimize the fact that there are corrupt cops. GTTF is awful. It sickens me to my stomach to see what occurred,” he said.

The once-elite gun task force consumed by corruption that was prosecuted federally is now the inspiration for a new “integrity division” which will police the police. It will include random integrity tests, along with random polygraph tests and the launching of an overtime abuse unit.

DeSousa emphasized his priorities now are eliminating police corruption while boosting the safety of the city.

    I think he’s going to find that pre-employment polygraph tests are permissible, but random polys are not. The police union will never let it happen.

    1. Don’t be too sure. The union is all democrats and they have distorted thinking. The biggest threat to America is not North Korea, ISIS, Iran or the second amendment; the biggest threat to America is the Democrat Party, founder of Black Lives Matter, the anti-American, anti-police terrorist group who, with their main supporter, Barack Obama put a target on each police officer’s back.

  19. They would have to have a very weak union if the rank and file have to be part of this. Polygraph tests are very subjective and are not reliable. You can’t use them in a court of law, but they are going to use them on their employees? That should kill morale. Why not fight corruption the old fashion way by investigation to obtain evidence to make a case?

    What?! The Black Lives Matter riots didn’t reduce crime in the inner city?! Tearing down Confederate statues didn’t work either?! By all means, subject random officers to polygraph exams! Even though their results are inadmissible in most courts! That’ll fix things for sure! Third time’s the charm!

    Baltimore is essentially a 3rd world nation when it comes to local government. Corruption, cronyism and ineptitude are the standard. Don’t expect it to change.

  27. People on probation in neighboring Virginia are subject to random polygraph exams, and returned to jail if they don’t pass. I have no problem with giving the police a taste of their own police state.

  28. City hall should investigate the corrupt school system, and get rid of the teachers union, and all other public employee unions !!

  29. They already give IQ tests to make sure they are stupid enough (I’m not making it up, smart people aren’t allowed to be cops) and personality tests presumably to make sure they are corrupt enough. I don’t know how they expect to benefit from more tests.

    Residents of Baltimore may now feel safe as polygraphs of police officers will surely deter criminals and criminal activity. I’m surprised other police departments in other cites have not latched onto this great idea.
