Nearly a year after Animal Control officials executed the largest seizure of neglected horses in Maryland history, some of the 133 horses taken are now on their way back to their owner.
It was a massive seizure of horses from an Eastern Shore farm. More than 130 animals are involved, and authorities are saying most are suffering from some form of neglect.
