Sex Offender Wanted In Baltimore County For Failure To Register

TOWSON, Md. (WJZ)—Baltimore County Police are asking for the public's help locating a man wanted for failing to register as a sex offender and failing to appear in court for several other cases.

Xavier Higgins, 25, was convicted of second-degree rape in Harford County in 2005. He is required to register every three months and must report changes in his address to the police department.

Higgins is described as a black male, 5'8" tall, 170 pounds, with black hair and brown eyes. He has a tattoo on his left arm that says "Thugged Out" and a tattoo of a girl on his right arm.  He also has a tattoo on the right side of his neck. He has no vehicles registered in his name.

The last known address for the suspect is in the 11200-block of Red Lion Road in White Marsh. The suspect has family on the east side of Baltimore County in the Essex and Dundalk areas.  He also has family and acquaintances in Aberdeen, Edgewood and Joppatowne in Harford County.

Anyone with information about the whereabouts of the suspect is asked to call Baltimore County Police at 410-307-2020 or Metro Crime Stoppers at 1-866-756-2587. Those contacting Metro Crime Stoppers can remain anonymous and might be eligible for a cash reward of up to $2000.
