BALTIMORE (AP/WJZ) — Baltimore police say the department did not have permission to conduct training exercises at the facility where a trainee was shot in the head.

Police spokesman Anthony Guglielmi said Wednesday that the department learned about the lack of permission shortly after the trainee was shot and critically injured on Feb. 12.
