Carroll Co. Allots $3M To Quit Incinerator Deal

WESTMINSTER, Md. (AP) -- The Carroll County Board of Commissioners has voted to set aside $3 million for a penalty for leaving a proposed waste-to-energy incinerator project with Frederick County.

Thursday's vote was 3-1. Carroll County will have to pay the penalty if Frederick County cannot find a replacement for Carroll's 40 percent partnership.

In 2008, the board voted to form the partnership to seek out a proposal for a 1,500-ton-per-day incinerator to be shared by the two counties. A proposal by Wheelabrator Technologies Inc. was chosen to build an incinerator. The project was expected to cost $386 million.

Commissioner Richard Rothschild, who voted for the set aside, said he wants Carroll County to leave the project because he doesn't think residents produce enough trash to warrant investing in the incinerator.
