Brown Expresses Support For Decriminalizing Pot

ANNAPOLIS, Md. (AP) -- Lt. Gov. Anthony Brown is expressing support for decriminalizing possession of small amounts of marijuana in Maryland.

Brown, who is running in the Democratic primary for governor, expressed his support in a letter Monday to Del. Heather Mizeur, who also is running in the primary.

Brown writes that he supports decriminalization because he believes in communities where safety comes first, not just the appearance of being tough on crime.

Mizeur had called on Brown to testify in favor of a decriminalization bill. Brown wrote that her bill is "a welcome part of this debate."

In his letter, Brown says Maryland's marijuana laws are "costly, ineffective, and racially biased."
