Md. OKs Restrictions On Shackling Pregnant Inmates
ANNAPOLIS, Md. (AP) -- Restrictions on the shackling of pregnant incarcerated women during labor and delivery have been passed by the Maryland General Assembly.
The Senate passed the bill on a 47-0 Senate vote, sending it to Gov. Martin O'Malley.
The measure includes restrictions on shackling during post-partum recover.
The bill had support from the American Civil Liberties Union and the Maryland Nurses Association.
The state already has banned the practice for most circumstances in its prisons. But that doesn't apply to jails, which hold inmates awaiting trial.
