Police Seize Bomb-Making Materials From Dundalk Apartment

DUNDALK, Md. (WJZ) — Serious charges. Police arrest a Dundalk man who they say was making explosives inside his apartment.

Tracey Leong explains what led officers to his home in the first place.

Federal agents were already investigating the man when Baltimore County police were called in to assist. That's when they noticed the suspicious materials inside his apartment.

Police believe 31-year-old William Osborne was manufacturing bombs inside his Dundalk apartment across from Heritage Park on Shipping Place.

Wednesday night, the area was briefly evacuated to remove the dangerous threat.

"I would consider any destructive device potentially deadly," said Corporal John Wachter, Baltimore County Police Department.

Baltimore County police were working with federal agents during their investigation when they noticed hazardous materials inside Osborne's apartment.

They obtained a search warrant, uncovering two improvised destructive devices, firearms, ammunition, military books and chemicals.

"Some of these materials they recovered could be combined and possibly made into explosives," said Wachter.

Several of Osborne's neighbors say they were contacted by Secret Service agents, who asked them about his behavior and activity in the area.

"They asked us if he had ever threatened us or if we had ever talked to him or what kind of a person he was and how well we knew him," said neighbor Dianne Gaskins.

"About a month ago, and I think they were actually watching him the whole time because they were coming back a couple of times. I think he refused to talk to them at first and that's what brought everything to a head yesterday," neighbor Deborah Haddaraw said.

Neighbors say the news of Osborne is shocking and concerning to know it was happening right next door. Some also wondering what he may have been planning.

"I don't know. I can't imagine. You don't know somebody that well. You just don't," said Gaskins.

William Osborne is charged with manufacture and possession of a destructive device and possession of explosive material with intent to create a destructive device.

He being held at the Baltimore County Detention Center on $1.5 million bail.
