Man Fatally Shot By State Trooper Outside North East Wal-Mart

NORTH EAST, Md. (WJZ)—A man shot and killed by a Maryland State trooper in Cecil County Friday night has been identified.

It happened in the Walmart parking lot in Northeast Plaza around 9:00 p.m.

Police say 30-year-old Charles Hall, of North East, was resisting arrest on an outstanding warrant when he was shot.

WJZ's Pat Warren has the latest.

State police tell WJZ a trooper had just finished answering a call at the auto parts store in Northeast Plaza when he recognized a man wanted on a warrant from the Cecil County Sheriff's Office.

"He advised him he was under arrest, the man refused to submit, resisted and a physical altercation began between the wanted person and the trooper. This actually moved to the driver's side of the suspect's vehicle, a physical struggle was going on, the suspect was able to get his key into the ignition, get the vehicle started," said Maryland State Police Spokesperson, Greg Shipley.

Police say they were still struggling as the suspect pulled out of the parking space.

"So the trooper during this struggle as the vehicle was accelerating fired his department issued pistol and fatally wounded this individual," Shipley said.

Hall was pronounced dead at the scene.

Shipley says, "The investigation is ongoing, our investigators are interviewing witnesses, processing evidence and when the investigation is completed it will be presented to the Cecil County State's Attorney for a review.

The trooper, a 3-year state police veteran is on administrative leave.

Police say Hall was serving three years of probation for theft and had a history of drug offenses, and drugs were allegedly found in the car.

Police say a knife was found in the console inside the vehicle, but the suspect had no weapon during the struggle.
