Officer Under Police Review After Viral Video Of Suspect Beating Surfaces

TOWSON, Md. (WJZ) -- Did police use excessive force? Cell phone video captured an officer punching a man outside a Towson bar while trying to arrest him. The incident happened Saturday morning around 2 a.m. outside the Greene Turtle in Towson.

This video going viral is now under police review---who are questioning the technique used by the officer.

An officer was caught on camera repeatedly hitting 19-year-old Zachary Blumenstein---half a dozen blows to the head---while police tried to restrain him in front of the Greene Turtle in Towson.

"I think it's very clear that punching someone in the face is against training protocol," said former Baltimore City police officer Rob Weinhold, who's now a public safety expert.

Weinhold points out, though, that the video only tells one part of the story.

"When a video like this surfaces, it makes everyone pause, scratch their heads and wonder if police did the right thing that night," Weinhold said.

"As far as I'm concerned, it crosses the line," said Senator Jim Brochin.

Brochin, who represents Towson, says the video demonstrates excessive force.

Baltimore County Police Chief Jim Johnson also says there are other techniques more effective than the one displayed by the officer.

The video is disturbing to viewers, some outraged by the officer's actions.

"It's nuts. I would never expect police to be that brutal with someone," said Christine Defeo.

As police investigate the use of force, questions remain. WJZ asked the Baltimore County police department what would have been a better technique; a Taser was suggested as one option. Also, why was additional force needed after the suspect was pepper sprayed? Police responded Blumenstein was still combative.

The department also says the use of strikes by the hand are not prohibited and some force is allowed if an officer needs protection---but some are wondering if they went too far.

Blumenstein is facing several charges, including disorderly conduct and resisting arrest.

The officers shown in the video are not suspended and remain on patrol.
