Lawmakers Return To Annapolis For 2011 Legislative Session

ANNAPOLIS, Md. (WJZ) -- Lawmakers returned to Annapolis Tuesday in anticipation of Wednesday's opening day ceremonies for the 2011 legislative session.  The major issue this year is the budget. 

Political reporter Pat Warren has a preview of what's to come.

What's in your wallet?  Do you have enough to cover a gasoline tax increase?  Maryland hasn't raised its 23.5 cent tax on a gallon since the 1990s.  How about an extra dime a drink?  There's an alcohol tax increase proposal for all the beer, wine and booze you buy to help pay for services for the disabled or it could wind up in the general fund.

 

There may also be new legislation proposed to expand gambling in the state.

The Democratic leadership is split on the possibility of tax increases this session.

"I don't believe without the support of either county governments or the governor that you'll see any revenue increases that come through the General Assembly," said House Speaker Michael Busch.

Governor Martin O'Malley has balanced this budget through cuts alone, but doesn't rule out General Assembly-inspired alternatives.

"We all have to keep an open mind on what's best for our state and what's best for our kids and that's what I intend to do," he said. 

The new General Assembly, elected in November, will be sworn in Wednesday.
