ARLINGTON, Va. (AP) — Maryland Rep. C.A. Dutch Ruppersberger will give a keynote speech about maintaining technology for intelligence initiatives under tough financial conditions.

Ruppersberger, who is the ranking Democrat on the House Intelligence Committee, will speak Friday at the C4ISR Journal Conference in Arlington, Va.

The congressman says intelligence is the best defense against terrorism. He says the nation must find efficiencies and eliminate duplicative efforts to invest in the future.
