New Details Emerge On Select Lounge Shooting

BALTIMORE (WJZ)– New details emerge in the chaotic January shooting outside of a downtown nightclub. Just days after releasing surveillance camera video of the shooting, city police release their lengthy investigative report on the incident.

Derek Valcourt reports.

This report gets into the nitty-gritty. Who fired how many shots. And it names names, dozens of witnesses and what they saw.

Surveillance cameras captured the frantic moments on a frigid January night when gunfire erupted outside of the Select Lounge nightclub on West Franklin Street.

According to this lengthy police investigative report obtained by our media partner “The Baltimore Sun”, 33-year-old Officer William Torbit Jr. was wearing plain clothes, with only a badge around his neck to identify him as a police officer, when he was punched in the face and beaten to the ground by a group of males. That’s when police say Torbit pulled out his own gun and began firing, shooting and killing one of his attackers, 22-year-old Sean Gamble.

But when four other officers nearby saw a Torbit in plain clothes on the ground shooting, they assumed he was a civilian and opened fire, hitting Torbit 20 times.

In all, 42 shots were discharged that night, all of them by police. Officer Torbit himself fired eight shots. Officer Harry Dodge fired 14, Officer Harry Pawley 11, Officer Latora Craig fired five shots and Officer Toyia Williams, four.

Last week, the city state’s attorney decided not to crimnally charge any of the officers involved.

“That they acted reasonably in the use of deadly force as police officers to protect themselves and other people in the area,” said Gregg Bernstein, the Baltimore city state’s attorney.

“Not frustrated,” said Nadine Williams-Holmes, a Gamble family friend. “At this point, outrage and anger.”

Friends of Sean Gamble, and the sister of Officer Torbit tell WJZ, they’re upset with the decision not to prosecute the officers. And disturbed by this newly released report.

“Baltimore city, we’re not safe with officers like that and the training they had means absolutely nothing,” Williams-Holmes said. “Look what happened. They killed their own person.”

Criminal charges may not be filed, but the case is far from over. The mayor has ordered an independent review of case and civil lawsuits are likely perhaps as early as this week.

Police interviewed more than one hundred witnesses as part of their investigation.

THE BALTIMORE CITY POLICE ARE AS WORTHLESS AS THE MAYOR.THE CITY POLICE HAVE NO IDEAL HOW TO FIGHT CRIME,AND THE MAYOR HAS NO IDEAL HOW TO LEAD

    1. Maggie says:

Next time you need Police Assistance call a crack head.

If you don’t like what they are doing ( and by doing I mean putting their lives on the line to protect ungrateful people such as yourself ) then you go through all the training to become a police officer and do something about it yourself.

It’s horrible what happened to that Officer and those that shot him. Don’t you think that they feel incredibly guilty any time they fire their weapon at someone not to mention one of their own?! How would you feel if one of the stray bullets that the plain clothed officer hit would have been you or one of your family members? Would you be grateful for the police actions then?

Before people open their mouths to judge a situation they should put themselves in the position and ask yourself what would you do? I know I have.

      1. DON says:

no maggie when you take that oath and sign the doted line, you had best know what you are getting into, it ain’t about a pay check

      2. Maggie says:

        Don,
You are absolutely right. They didn’t know that the guy shooting was an officer.

  4. Barry says:

They acted out and use of deadly force. A little over KILL . YOU THINK? What the hell 42 rounds is not self defense it’s a person with a gun that has no ideal how to use it

  5. JANET says:

WITH THE MAYOR CANADATES RUNNING AND THE SAME CHIEF OF POLICE, I’AM AFRAID NO LEADER SHIP SKILLS, THESE THINGS WILL CONTINUE TO HAPPEN.

  6. TJ says:

NIGHT CLUBS AND GUNS THE WORSE COMBINATIONS. A SCUFFLE TURNS OUT TO BE A GUN BATTLE AMONG COPS FIGHTING COPS. AIN’T THEY GOT ANYTHING BETTER TO DO?

  8. CITY POLICE OVERPAID FOR DOING NOTHING says:

BALTIMORE CITY POLICE , ARE AFRAID TO GO INTO CERTIAN AREA’S OF THE CITY, AS MY BROTHER IS A COP. THE STANDARDS ARE SO LOW RIGHT NOW IF YOU HAVE A RECORD YOU WILL STILL BE ACCEPTED, COPS DON’T DO THERE JOBS, . TAKE ONE LOOK AT THE CITY WHO IS WINNING , THE COPS, OR DRUG DEALING/CRIME AND EVERTHING THAT GO’S WITH DRUGS. YES I BLAME COPS, THERE JOB, THIS IS WHAT WE PAY THEM FOR,

  9. ERIC says:

police cannot get the job done , bring in the national guard, fire the police, save the state money, the guard gets paid anyway. police need to be retrained, the biggest waste of maryland tax money

  10. Mike says:

I agree that the Baltimore Police are working on limited brain cells.

That said, you can’t blame them for everything that happened that night. When you have officers show up at a club with a crowd of out of control people and someone is shooting a gun, what do you expect them to do.
    Should they stood there and:
    1. Told everyone to stop
    2. Ask for ID to make sure there were no undercover cops present
    3. Wait until the crowd decided to disperse

No, they did what they had to do based on the witness statements, camera footage and the scene taking place in front of them.

If you want to blame anyone, point the finger at the 2 people that started the fight in the first place.

  11. Yuke Gone OffdaHaze says:

Y not shoot n the air first to clear the scene….damn the law….is crazy…shoot to kill yeah are thennnn

    1. Tom says:

Shoot in the air, in a populated area? You’re an idiot. What goes up must come down, and could end up hitting somebody. You obviously don’t know what gravity is you numbskull.

  12. RockinWiththeBleSSed says:

Mike I totally agree with you!! Even though the amount of rounds that were shot off was excessive…I wonder what most of you would have done in that situation with bullets flying and you are supposed to stay there and protect and not run!!! If anything the idiot that initally HIT Officer Torbit should be charged with ASSULT!!!!! He should NEVER have put his hands on anyone for what ever reason!! Whether he knew Torbit was an officer or not…even if Torbit was a plain old civilian this thug decides he is gonna punch the officer which in turn incited the riot and the beatdown the office endured which is made Officer Torbit start shooting his gun off….Officer Torbit was trying to fend off the drunk, partying thug that hit him!! Officer Torbit’s family and friends need to stop looking at the BCPD (although they are not angels) as the instigators and the culprits but start truly looking at the fools that wouldn’t and couldn’t just party and go the hell home!! The 24yr old who wanted the apology and the kiss of her feet when she was mistakenly brushed by the vechicle that catupluted these nasty chain of events and the two dudes who came out fussing with the officer. Do they really want me to believe that they came out to defend this woman’s honor when they were probably just in the club nasty dancing on every chick in Select that night. Enough with the news and new findings…stop opening up a bad and terrible memory. Start holding the accountable…accountable…the news people shut up and report something else…and the people who couldn’t party and go the hell home…they are to blame for this tragedy. Please all this man to finally…Rest in Peace Officer Torbit!!

  13. Baltimore says:

I was there that night. This is what I saw….group of thugs begins jawing at single thug. One in the group of thugs punches the single thug in the face. Single thug goes down on the ground, pulls out gun, and starts firing into crowd. I run because I’m not getting shot. Uniformed officers arrive on scene and begin shooting at single thug firing gun into innocent unarmed crowd. Uniformed officers kill single thug. There was absolutely no way for those uniformed officers to know single thug was an officer too. I had no idea he was an officer until the story came out later that night.

  14. RockinWiththeBleSSed says:

    Baltimore….well said…short and sweet! Terrible tragedy….

  15. forsure says:

and now comes the greed. let’s sue, sue, sue and get paid. The heck with those lost, it’s all about me, me, me now.

  16. Darlene Ball says:

Why did they have to soot so many times, especially if the plain clothes officer was on the ground. Has anybody thought of that?

    1. LARRY says:

beacuse they do not know what the hell they are doing////CUT AND DRY

    2. Baltimore says:

Because the guy on the ground kept shooting despite the fact that the uniformed officers were shooting him.

      1. Maggie says:

Wow Larry & Baltimore, it’s nice to see some people a sense of right / wrong and common sense. Thank you!

      2. YOU SMUCK says:

no one takes 22 bulltes and keeps shooting, how dumb

  17. Tom says:

What is this new fad of typing in all caps with horrendous grammar? Did everyone in Baltimore drop out of school in 6th grade?

  18. Maggie says:

Tom so the B.C P..D. can understand

  19. Charles says:

maggie if you like the city so much do you live in the city? do watch cops drive by ignore the drugs?

  20. ravenmaniac881 says:

Maybe Officer Torbit’s family should funnel some of their anger to the Gamble family and ask why their son was assaulting a police offficer to the point that he was shot and killed by that very officer.

A police officer is only going to use his weapon as a last resort during what some could consider a simple assault unless he felt that his life was in danger, and in this case he would have been justified as it appears that he was being assaulted by not just Mr. Gamble but a GROUP of people.

  21. theox says:

How often do plain clothes cops go out shooting people I wonder? I’m betting ALL cops and ALL politicians in Baltimore are corrupt. This has to be the logical conclusion. A city of 500 million people is not that hard to control and manage compared to many cities around around the world, even in Rio, Baghdad, you name it. Entire continent of Europe has less crime than just Baltimore City. So we either have complete and utter morons running this city, or everybody is corrupt. There is no other explanation…it is impossible to blame thi son drugs, lead paint, poverty…because all os these things exist EVERYWHERE. Baltimore is just a huge racketeering and corrupt organization. What we nee dhere are the FEDS and the US Military…not the National Guard, the actual US Army.

    1. Jonathan Chiles says:

Only the National Guard can enforce state law. Not the US Military

  22. Ofc. Nicholas T Shannon says:

Like I have said before, Officer Torrbit was in the wrong. So what he got punched and knocked on the ground he should have never pulled his weapon. That makes him no better that the thugs he is susposed to be policing. That was in the same training all persons who own a weapon in Maryland are taught. The cops acted appropriately. If I have to ever use my weapon please believe Im going to empty my clip.

    1. pfc Williams says:

one shot one kill brought to you by the UNITED STATES MARINE CORP

      1. Nick Shannon says:

There not Bullet Sponges, they don’t have a defined enemy or rules of engagement. Sorry bout the Bullet sponge thats brought to you by your saviors The United States Airforce

    2. wow says:

Y so much anger towards will????is it b cuz he wouldnt hump u????aww so sorry u missed out on a real big big big treat n thnxx for ur name im wtiting the mayor n pc n reference to ur dum ass it should have been u

  23. wow officer stupied says:

To officer nicolas t shannon it should have been u!!!! N stead of officer torbit. The only thing will is guilty of is tryn to control a bunch of ass holes n thats nice u left ur name im writing the p o commisioner n mayor
Y so much anger toward him i guess he wouldnt hump u ???sorry u missed out on a real treat… …,

  24. ctfu baltimore says:

N to baltimore thug this thug that know that even n death will is more man then youll ever b!!!! Sorry idiot “officer william torbit to you!!!!

  25. THE FIGHTING GERMANS says:

it was a fist fight that a chump cop had to pull his revolver, and he suffered the consequences. Why pull out a gun when fighting that is what punks and losers and drug dealers do. If you can’t fight why the hell are you a cop.

  26. T J says:

If the under cover cop was working he knew there was going to be a crowd there, and drinking, crowds can lead to riots. If the cop was never there at that time 42 rounds would have never been fired, and no one would have been killed. Again the Baltimore city police have very poor training, and a lot of police on the force are on the take, has any one seen the rape charges against Baltimore city police over the years. CURRUPTION

  27. Mark says:

you don’t pull out a knife at a gun fight. This cop was just like a thug. If you are a dective in plain clothes it’s for a reason, but not to shoot up the whole town like DODGE CITY and think this is okay, brcause it’s not

  28. GEORGIE says:

Personally, there is so much more going on in Baltimore…whatever comes of this case..AT LEAST take down the photo of this ugly dude!! HE CREEPS ME OUT!!! Thanks!!!!!

  29. Jethro Hooper says:

We see this all the time, all over the country now. It appears that policemen are now being trained to shoot to kill. I’ve been told that they must protect themselves, and I certainly agree with that, but the routine use of deadly force seems, to me, to be epidemic, and frequently unwarranted. Once an assailant is down and no longer presents a threat, it should be time to stop pulling the trigger, one would think.

  30. JIM DECK says:

Please do not be so hard on these black men. They have hadn’t had a fair chance in life like white, mexcian, oriental people. It’s not fair to keep holding the black people especially the black man down. black peope are human too, and they really do not have much of a oppurnity in Baltimore city. do not be so down and negative on blacks

  31. Roddo says:

Officer Torbitt did not deserve to be gunned down like a dog no matter! Shot 20 times!!! How many shots are enough to nuetralize a man? He was killed in the line of duty and the defense of his person.I regret to say that I HAVE NO SENSE OF REGRET NOR FATE OF THE 22 Y.O. FOOTBALL PLAYER (turned boxer before he was dropped for the count) It is fortunate that more of the hooligans beating that man weren’t met with the same fate as he!!! They should bare a LARGE part of the responsibility for the death of their friend! That’s correct! If they had not been keeping their hands to themselves NONE of this mess would have occured!!! Police indeed!! The blame lies at the feet of those who call themselves adults, go to a nice place for the evening and bebin to put their hands on other peoples children…(Officer Torbitt) The authorities should find out who they are and prosecute them to the fullest extent of the law!!! They are as guilty as if they pulled the trigger, they should have been pulling his over aggressive a$$ away…
