BALTIMORE COUNTY, Md. (WJZ) — A wrong-way crash turned deadly and claimed two lives. The scene tied up traffic for hours.

Mike Hellgren has the latest on the investigation and more on what happened.

It happened around 10 p.m. Sunday. Investigators are still trying to determine how the driver went the wrong way.

Victoria Lynn DeAngelo, 21, of Dundalk was pronounced dead on the scene. She drove the wrong way on the Curtis Creek Drawbridge and hit an SUV. Lily Kelley, 3, a passenger in the other car, died at the hospital a short time later.

Kelley’s mother, 29-year-old Kimberly Taylor of White Marsh, is being treated for serious injuries. Officials say her recovery could be a long way. Lily’s infant sister, 2-month-old Mackenzie Kelley, is said to be in stable condition. She has been released from the hospital.

Those who drive the Beltway daily are struggling to make sense of what happened.

“I mean, if you’re familiar with this area, there’s no reason you should have done that,” said Frank Carter.

“Pretty crazy. I mean, I don’t know how that happened,” said David Walker.

A relative of DeAngelo said the family didn’t want to make a comment at this time.

The accident shut down the Outer Loop of the Beltway for almost five hours.

“At this point, there’s no clear indication of alcohol being involved,” said Sgt. Jonathan Green, MdTA Police. “We’re going to chase down every lead and every bit of evidence.”

Police say they believe both vehicles were traveling at full Beltway speeds.

Police are also looking into whether a longtime construction project at the Quarantine Road Beltway entrance could have confused the wrong-way driver.
