Man Impersonated Police Officer, Charged With Rape

BALTIMORE COUNTY, Md. (WJZ)—Baltimore County police have arrested a man they say impersonated a police officer and then forced women to have sex with him in order to "stay out of jail."

The investigation began back on February 22, when county police responded to the hospital in reference to a rape.

The female victim told police that on the night before she was attempting to solicit sex for money when the suspect, 30-year-old Brian Keith Cooper Jr., picked her up and took her to a dead end on Crofton Ave, in Baltimore County.

Police say Cooper then pulled handcuffs on the victim, identified himself as a county police officer and then said," What would you do to stay out of jail."

The victim says after Copper dropped her off on Dundalk Ave and Graceland Ave.

Investigators say a similar incident occurred on February 28 with a 34-year-old woman. Police arrived at the end of Crafton Ave. where they found the victim and Cooper.

Cooper was arrested and charged with second-degree rape, second-degree sex offense, impersonating a police officer, and related charges.

He was released on $350,000 bail.

These incidents remain under investigation.
