Dundalk Man Charged With Posing As Cop In Sex Crime

BALTIMORE, Md. (WJZ) -- A Dundalk man accused of repeatedly posing as a police officer and preying on prostitutes faces new charges after a fourth woman has come forward, alleging he coaxed a sexual favor out of her by claiming to be a cop, according to Baltimore County police.

Brian Keith Cooper, Jr., 30, of the 2000 block of Bear Ridge Road, is charged with impersonating a police officer, first-degree sex offense and second-degree assault, according to police. He remains in custody without bail at the Baltimore County Detention Center.

The latest victim reports Cooper assaulted her last October after she placed an advertisement online and arranged to meet him for sex. When they did, Cooper allegedly pulled out a badge and threatened her with arrest unless she provided a sexual favor. The victim complied at the time, but later called police after seeing news of Cooper's arrest.

This marks the fourth case in a string of sex crimes police have charged Cooper in connection to since he first came under investigation.

Cooper, who authorities say has never been employed as a police officer, first made headlines in March when police identified him as the suspect behind a pair of sexual attacks reported just days apart in late February. He was charged then with second-degree rape, second-degree sex offense and impersonating a police officer, along with related charges.

On Feb. 22, a 25-year-old woman reported she was soliciting sex for money a day earlier near the intersection of Dundalk and Graceland avenues when Cooper picked her up. But then Cooper drove her to a dead end on Crafton Avenue, the victim said, where he pulled out a badge and handcuffs, claiming to be a police officer. "What would you do to stay out of jail?" he allegedly asked before raping her.

Just days later on Feb. 28, police dispatched to a report of a suspicious vehicle at a dead end on Crafton Avenue found Cooper and a 34-year-old woman inside a car. The woman told investigators the suspect had picked her up earlier on Dundalk Avenue and later identified himself as a cop. He allegedly offered to release her in exchange for a sex. Police recovered a badge and handcuffs at the scene.

Later, another woman came forward after recognizing Cooper in a news report, claiming he sexually assaulted her at knifepoint last August. He's charged with first-degree sex offense, second-degree assault and dangerous weapon with intent to injure in connection to that incident.
